Amnesty PATI Bermula 11 Julai



KERAJAAN akan melaksanakan proses pendaftaran besar-besaran bermula 11 Julai ini bagi merekodkan jumlah pekerja asing dan pendatang tanpa izin yang berada di Malaysia.

Timbalan Perdana Menteri Tan Sri Muhyiddin Yassin berkata, proses yang termasuk dalam program penyelesaian menyeluruh pendatang asing tanpa izin atau Program 6P itu, akan dilaksana melalui gerakan pendaftaran merangkumi pengambilan biometrik semua pendatang asing tanpa izin di negara ini.

Program itu bertujuan mengumpul data mengenai pendatang asing tanpa izin di negara ini seperti di mana mereka bekerja, dengan siapa dan berapa gaji yang diterima serta beberapa maklumat lain yang diharap dapat membantu ke arah mengatasi isu sosial dan jenayah yang sering dikaitkan dengan kumpulan itu.

"Kita mahu supaya selepas eksesais ini berjalan, kerajaan dapat memperkemaskan rekod berkenaan pekerja-pekerja asing dalam negara dan sekaligus dapat mengurangkan pekerja asing di negara ini," katanya pada sidang akhbar di bangunan Parlimen pada Rabu selepas mempengerusikan mesyuarat khas Jawatankuasa Kabinet Mengenai Pekerja Asing dan Pendatang Asing Tanpa Izin.

Program 6P meliputi enam pelan tindakan melibatkan pendatang asing tanpa izin iaitu pendaftaran, pemutihan, pengampunan, pemantauan, penguatkuasaan pengusiran.

Timbalan Perdana Menteri berkata program pendaftaran itu terbuka kepada semua pendatang asing di negara ini termasuk mereka yang masuk secara haram menggunakan pas lawatan sosial.

"Mereka yang berbuat demikian tidak akan dikenakan sebarang tindakan undang-undang," katanya.

Muhyiddin berkata, bagi memastikan proses itu berjalan lancar, kerajaan akan melantik syarikat-syarikat yang berpengalaman dalam menguruskan soal pendaftaran antaranya bagi menemui majikan dan mendaftarkan pekerja-pekerja asing di bawah syarikat terbabit.

"Untuk itu kita minta majikan terlibat secara aktif (membawa keluar dan mendaftarkan pekerja) kerana di bawah program pengampunan ini tidak ada tindakan undang-undang akan diambil terhadap mereka.

"Kerajaan juga ingin memohon kerjasama daripada kerajaan-kerajaan negeri menerusi jawatankuasa-jawatankuasa keselamatan yang ada di seluruh negara serta jawatankuasa keselamatan kampung untuk membantu dalam soal ini kerana mereka lebih tahu di mana pekerja-pekerja tanpa izin itu berada," katanya.

Muhyiddin berkata proses pendaftaran itu juga bertujuan mengenal pasti keperluan guna tenaga industri dan sektor tertentu di negara ini, dan untuk itu, kerajaan telah mengarahkan semua kementerian yang mengetuai sektor perladangan, pembuatan, pembinaan, perkhidmatan serta sub sektor di bawahnya, mengumpul fakta berhubung jumlah guna tenaga yang diperlukan supaya keperluan itu dapat dipenuhi setelah sesi pendaftaran selesai.

Bagaimanapun, katanya, semua keperluan guna tenaga dan jawatan kosong yang terdapat di semua sektor di bawah mana-mana kementerian itu akan diiklankan untuk dipenuhi oleh warga negara Malaysia terlebih dahulu dan akan hanya ditawarkan kepada pendatang asing sekiranya masih terdapat kekosongan.

"Itu eksesais yang perlu kerajaan lakukan untuk maklumkan kepada rakyat bahawa ada peluang pekerjaan dan mereka patut diberikan peluang utama, selepas itu barulah syarikat berkaitan boleh membuka peluang kepada pekerja asing," katanya.

Muhyiddin berkata semua eksesais dalam Program 6P itu akan diselesaikan menjelang penghujung tahun ini.
Ditanya mengenai tempoh masa yang diberikan untuk program itu dan sama ada ia merupakan amaran terakhir kepada pendatang asing tanpa izin, beliau berkata, tempoh itu mungkin dilanjutkan berdasarkan sambutan.

"Kita tak nak kata ini (amaran)...kerajaan bagi mereka peluang untuk mendaftar tetapi jika ingkar seperti biasa akta di bawah peraturan imigresen akan dikuatkuasakan selepas itu," katanya. (BERNAMA)

PBS's 'sandiwara' statements and 'main wayang'

KOTA KINABALU, May 11, 2011: Sabah Progressive Party (SAPP) Youth Chief Edward Dagul, today said that Datuk Herbert again chose to shoot his mouth off without reading the statement made by Datuk Yong Teck Lee.

"Or maybe, he has read but does not comprehend. Or worse still, the press statement was just related to him, thus the partial comprehension.

Whichever one it is, what is abundantly clear is Datuk Herbert has come across as being ignorant, and not for the first time. Who in their right mind would seek explanations that have already been clearly stated and fully explained? Maybe Tan Sri Pairin was referring to Herbert Timbun when he advised that this PTI issue should not be politicized for political mileage.

"Since we are on the PTI issue, having stated on record what Datuk Yong has done for Sabah during his two year stint as the Chief Minister of Sabah. What has the PBS President done during his nine years rule as the CM and the CEO of the State to resolve the issue? Let's add to that the nine extra years as the Deputy Chief Minister of the current BN administration and not forgetting the five years as a full cabinet minister of the Berjaya administration.

"Herbert should consult his colleagues in the current BN Cabinet if he is unsure. The so called border pass suggested for Filipino citizens is a registration process on those entering the State, much like the current immigration practice at the moment. Once registered, it then becomes easier to locate and find those who have exceeded their stay etc. The regularization exercise was also a registration programme. Maybe Herbert should have asked his Secretary General who seemed quite knowledgeable to a point?

"It is PBS Secretary General, Datuk Henrynus Amin, who has to eat the proverbial humble "apple” pie. His public acknowledgement via the media is ample prove that the Federal Authorities refuses to address the perennial illegal immigrant problem in Sabah. Either PBS leaders within the Federal Cabinet or the State Cabinet are non-performing or they are there for mere window dressing? Or are they there to mere rubber stamp and be the obedient "Pak Turut”? Whatever the answer, what is apparent is that PBS reasons for rejoining BN does not hold water.

"Whilst Henrynus was generous in his praising of SAPP's might in the downfall of PBS, one must be forthright and truthful in giving praises where it's due, that the downfall of PBS was largely attributed to PBS's YBs who jumped ship and went on to form PDS and PBRS. That was what transpired even though PBS won the 1994 elections by the slimmest of majority. But it seems that this convenient lapse of memory suits Datuk Henrynus Amin so as not to poke the BN hornet's nest.

"Many Sabahans will not putting up their hopes too high as the PBS challenge for the Federal Government to resolve the PTI issue by 2012 is seen as "main wayang”. The reason being that the NKRA's Special Laboratory on illegal immigrants is largely perceived as an afterthought, the result of its findings will be nothing new and that none of the recommendations will be implemented by 2012, despite Pairin's proclamation at the 24th PBS Congress.

"Datuk Henrynus is however right in saying that Sabahan voters are smart. They can see through the so called leaders who have abandoned them. Natives, mainly KDMs lost ancestral lands, suffer forced evictions from forest reserves etc are becoming regular features in the news. Always proclaiming to be championing the KDM community's cause, what have PBS leaders done to assist them? The inaction as well as the continued silence by PBS leaders on this and other pertinent issues affecting especially the KDM community has left them feeling hopeless and abandoned.

"It is this act of betrayal to the community that will witness PBS leaders desperately hanging onto their positions by issuing "sandiwara” statements to remain relevant in the eyes of Sabahans.

Don't mislead the people on illegals

KOTA KINABALU, May 7, 2011: Sabah Progressive Party (SAPP) Youth Chief Edward Dagul, said that Datuk Henrynus Amin, PBS Secretary-General is forgetting that its senior deputy president, Datuk Dr. Maximus Ongkili is a senior member of the federal cabinet.
 
"If Henrynus blames the federal government for its failure to solve the illegal immigrants problems in Sabah, then the only honorable thing is for Dr. Maximus to resign from the cabinet and PBS apologise to the people of Sabah for misleading the people that it can solve the illegals problems by rejoining BN ten years ago.
 
"PBS also has two cabinet members in the Sabah State Cabinet, including two of the three deputy chief ministers. Henrynus had declared that PBS is proud to be the best friend of UMNO and its second biggest party after UMNO in Sabah. So, when an innocent local is brutally and senselessly murdered in Inanam by an illegal immigrant, PBS must share the blame for its failure to tackle the crimes caused by the huge presence of illegal immigrants in Sabah.
 
Foreigner today, citizen tomorrow
 
"What is happening daily now is that thousands of Mykad are being issued to foreigners," Edward reiterated.
 
"Many local employers can tell you that many, many foreign workers have obtained Mykad after working for a few months.
 
"This happens in Sandakan, Semporna, Labuan and even Putrajaya right under the noses of PBS and UPKO ministers.
 
"The illegals crisis has become so serious that an ex-ISA detainee who was arrested in 1996 for manufacturing fake ICs had "installed" himself as a Sultan! And what can PBS do about it?
 
"Nothing! This shows that PBS is in office but not in power. This is why local people call PBS leaders stooges of UMNO," said Edward.

NRD should focus on weeding out illegal immigrants

KOTA KINABALU, April 29, 2011: Sabah Progressive Party (SAPP) deputy president Datuk Eric Majimbun has taken the National Registration Department (NRD) to task for requesting DNA tests on two young Sabahans who have applied for MyKads.
 
The Government, Eric stressed, should not be too concerned about genuine Malaysians applying for their identification documents but instead focus on weeding out illegal immigrants who have obtained Malaysian identification documents through dubious means.
 
The directive by NRD to Yap Loong Chin, the father of the two young girls was ridiculous, the Sepanggar member of parliament said in a statement.
 
He said this when commenting on a newspaper report pertaining to the NRD's directive issued to Yap in the process of applying for a MyKad for his daughters aged 14 and 16.
 
Yap was requested by NRD Putrajaya to obtain DNA tests at the family's own cost since the girls were born before their parents' marriage was made official.
 
As both the girls were issued with birth certificates, Yap questioned the need to have the girls undergo the DNA test.
 
Eric said that the NRD request was akin to the Government neglecting all the laws, tradition and culture which Sabah has practised for generations.
 
"Is Malaysia so advanced in technology that the Government feels the need to thus neglecting what Sabah has been practising all this while?" he said.

If so then the government should get all the illegal immigrants who have obtained citizenship through dubious means to undergo DNA tests to make sure and prove that they are truly Malaysians, he stressed.

Ramai Islam Di Semenanjung Murtad?

ISU Murtad di Sabah bermula sejak era 1970-an apabila Kerajaan USNO melalui Pertubuhan Islam Seluruh Sabah (USIA) mengIslamkan ramai bumiputera Sabah yang tidak beragama ketika itu dan memberi pelbagai insentif seperti lesen pembalakan dan kemudahan menunaikan haji secara percuma; namun mengabaikan tanggung jawab mereka menyebarkan syiar Islam.

Sejak daripada itu, ramai Islam Politik telah kembali mengamalkan anutan agama nenek moyang mereka termasuk kembali memakan makanan yang dihalalkan agama Islam dan murtad disebabkan USIA ketika itu hanya menjalankan misi sulit mengIslam bumiputera bukan Islam tetapi misi berkenaan gagal. 
Akibatnya, Tun Mustapha (USNO) dan Datuk Harris Salleh (Berjaya) telah melaksanakan misi kedua meramaikan Umat Islam di Sabah untuk tujuan politik dengan memberi kerakyatan songsang kepada lebih 1.2 juta warga asing Filipina, Indonesia, Pakistan dan India untuk diternak sebagai pengundi yang kemudiannya membolehkan UMNO bertapak di Sabah.

Namun ramai warga asing yang bukan Islam, terutama penganut tegar Kristian seperti Visaya dan Tator mengambil kesempatan mendaftar dengan Skandal X-Files untuk mendapatkan kad pengenalan projek yang dikenali sebagai ‘IC Projek Mahathir’.

Dasar ‘Everyone Can Fly’ yang diperjuangkan Air Asia menyebabkan ramai warga asing Filipina yang mendapat kad pengenalan atau MyKad projek tetapi masih beragama Kristian berhijrah ke Semenanjung Malaysia dan menetap di beberapa negeri seperti Pulau Pinang dan Wilayah Persekutuan Kuala Lumpur.

Walaupun kad pengenalan mereka menunjukkan nama dan agama mereka Islam, tetapi mereka menafikan beragama Islam sehingga memeningkan kepala Jabatan Agama Islam negeri-negeri berkenaan.

Berlaku pertembungan dan kejutan budaya apabila masyarakat tempatan membantah kehadiran mereka di Shah Alam (Selangor) dan Bukit Jambul (Pulau Pinang) kerana mereka secara wewenang memanggang babi sehingga menyebabkan umat Islam yang tinggal berhampiran mereka marah dan hampir mencetuskan perbalahan.

Jabatan Agama Islam gagal mengambil tindakan sekalipun mereka murtad dan kad pengenalan mereka menunjukkan mereka bernama Melayu dan mencatatkan agama mereka Islam tetapi mereka tidak mengaku beragama Islam.

“Nama saya Fernando. Saya mana tau kenapa mereka beri saya kad pengenalan bernama Muhammad Alias,” ujar Fernando yang bekerja sebagai Penyelia di sebuah Pasaraya di Shah Alam dan masih mengamalkan ajaran Kristian kerana itulah hakikat yang terpaksa beliau hadapi.

Sebelum mendapat kad pengenalan, kata Fernando, beliau agak sukar bekerja kerana sering diburu pihak berkuasa, apatah lagi apabila pasportnya tamat tempoh.

“Saya dapat IC sekitar 1990-an di Kompleks Kuwasa Kota Kinabalu dan gunakan IC tersebut sehingga kini. Saya mengundi di Shah Alam sejak pilihanraya umum 2008,” kata Fernando yang mengakui sebelum ini mengundi di Kampung Likas, Sabah.

Menurut Fernando, terdapat lebih kurang 600 orang Visaya di sekitar Shah Alam yang masih beragama Kristian tetapi menggunakan kad pengenalan projek yang telah disahkan Jabatan Pendaftaran Negara sebagai merujuk kepada mereka.

“Macam mana kita tidak panggang babi kerana itu makanan tradisi kita,” ujar Fernando yang meminta maaf jika menyebabkan masyarakat Islam di sekitarnya tidak senang dengan kehadiran mereka.

‘Population boom in Sabah dangerous to BN’

Extraordinary increase could spell disaster for the ruling government as opposition could exploit the issue in the coming general election

KOTA KINABALU: The extraordinary increase in Sabah’s population could spell disaster for the ruling BN government in the coming general election, a state assemblyman warned.
BN’s Elopura assemblyman Au Kam Wah in expressing his worries said the opposition would capitalise on this issue in its quest to topple the government during the next election.

He said the National Statistics Department showed that Sabah’s population in 2010 stood at 3.1 million and only 1.7 million of the figure comprised Malaysian citizens born in Sabah.

The rest were foreigners born in Sabah or foreigners issued with passes to stay in the state and Malaysians from other states.

“My question is, are the 641,058 non-Malaysians born in Sabah the children of Sabahans who did not register their marriages?

“It includes those whose fathers are Sabahans married to foreigners,” said Au during a debate on head of state Juhar Mahiruddin’s policy speech at the current state legislative assembly.

Au pointed out that there are many Sabahans who do not have any identification documents because of those two reasons.

“I was informed that the relevant authorities and home ministry have implemented a programme to address this problem but I feel the process must be expedited as the issue could be exploited by the opposition in the election,” he said.

Au is also worried that the government’s target of zero squatters by 2015 cannot be achieved because the price of houses in Sabah are high compared to the rest of the nation.

According to him, based on a survey of average house prices in Malaysia by the property evaluation and service department, Sabah is second highest after KL.

“We all know that Kuala Lumpur has the most expensive houses but Sabah is second on the list. We always say Sabah is the poorest state in Malaysia but yet the houses here are the second most expensive in the country.

“The average price for houses in Malaysia is RM190,000 and in Sabah it is about RM315,000 each.

“Therefore Sabahans have a problem to own their own houses. This will be a future problem and we will not be able to achieve our target of zero squatters by 2015,” he said.

Low cost housing


Au proposed that the government through the housing development board, concentrate on building low cost housing instead of competing with private developers in building medium and high cost houses.

The government can also consider freezing individual application for land and reserve the land for low cost housing projects, he added.

Au also touched on the criticism and unhappiness with the civil service and referred to a letter published in a local newspaper detailing the writer’s perception of the civil service.

“I did not agree with the criticisms 100%, but it we see these type of critics in the newspapers or internet, we can just imagine what the level of trust the public has on the government.

“I raised the issue because it cannot be taken lightly as we will be facing the election soon. Giving allocation and bringing development is not enough.

“We cannot assume that if the rakyat are satisfied with development they will support government.

“This is not true like what happened in Selangor, KL, Kuching Sibu and Miri. These are all developed areas but why do the rakyat not support the government?” Au asked.

Deputy Chief Minister Joseph Pairin Kitingan urged Au to send a confidential report to the state secretary so that specific action can be taken against errant civil servants.

Project IC: Poser over PBS-Umno collusion

PBS' recent defence of Chief Minister Musa Aman and Umno has left former Senator Dr Chong Eng Leong wondering about the party's integrity.


KOTA KINABALU: Former senator-turned-activist Dr Chong Eng Leong has questioned the sincerity of Parti Bersatu Sabah (PBS) in defending state rights.

Chong said PBS now appears to be colluding with those who were once implicated in the recruitment of illegal immigrants to become Malaysian citizens.

“How can they be vocal and passionate about defending state rights?” he asked in response to a senior official of PBS saying that many Umno leaders, including Chief Minister Musa Aman are equally vocal and passionate about defending state rights.

PBS secretary-general Henrynus Amin made the statement recently in support of Musa following bitter in-fighting within the Sabah Barisan Nasional (BN) over the treatment of smaller coalition partners by the BN chairman.

Chong repeated his unchallenged allegation that when Umno first expanded to Sabah in 1991, after PBS pulled out from BN, an Umno task force was formed with Musa as director and Yahya Hussin as his deputy (he is currently deputy chief minister) to recruit and grant foreigners in Sabah, Malaysian citizenship.

The illegal immigrants were subsequently registered as Umno members and as voters on the Sabah electoral rolls and this was disclosed by Jabar Khan, who was then the secretary of the task force, he said.

Chong, a consultant surgeon, challenged PBS leaders to ask Umno to expunge phantom voters’ names from the electoral rolls.

“Wasn’t this the dream of PBS when in the opposition?” he asked.

‘Dubious citizens’

Chong, a former senior member of PBS, reminded PBS that it had lodged numerous police reports on “Project IC”, submitted a memorandum to the Election Commission on phantom voters on the Sabah electoral rolls and requested these names be expunged and demanded the setting up of a Royal Commission of Inquiry (RCI) on illegal immigrants.

He said that after it rejoined the BN in 2002, it continued asking for RCI to be set up, besides submitting memorandum to the then Anti-Corruption Agency on the same issues.

However, the party has been ignored for the past decade and formed a cosy relationship with Umno to the frustration of Chong, who posed a series of questions that he said the party leadership needs to answer.
“I would like to ask PBS these questions: Have you received any feedback regarding those police reports?

Does Umno admit the existence of this Project IC? Does Umno agree to set up the RCI? Has Musa ever voiced out publicly about this Project IC? Has he ever asked for RCI?

“The answers are no and therefore why are you saying Musa is vocal and passionate about defending state rights?” he asked in a statement here today.

He stressed that as long as Umno and BN are in power, the perennial issue of illegal immigrants and “dubious citizens” will never be solved. It can only be solved when Pakatan Rakyat comes to power.

“The Pakatan government will not only establish a RCI on illegal immigrants, but will also recall all Project ICs issued fraudulently and expunge these names from our electoral rolls.

“The Project IC holders would be given the chance to apply for Sabah PR status according to our immigration laws,” he said.

Chong wrote a book on the controversial issue entitled “Lest We Forget” which focused on how illegal immigrants came to be given citizenship status in a plan to dilute the state’s overwhelmingly Christian population and turn it into an Umno bastion.

He believes that based on the last census there are probably more than 600,000 “new Sabah natives” and more than 70,000 of them  are so-called phantom voters and registered on the electoral rolls.

The new Sabah natives, or “New Malaysians” as they are increasingly referred to here, are those foreigners who allegedly became Malaysian citizens through dubious means including false declarations and the infamous “Project IC”.
